

Within the scope of the PACE Project, a comprehensive needs assessment was conducted for 24 local authorities in Adıyaman, Hatay, Kahramanmaraş, Malatya and Gaziantep (İslahiye and Nurdağı) provinces, which were among the areas most severely affected by the 6 February earthquakes. The local authorities were selected in close coordination with national partner institutions, based on objective criteria like the severity of earthquake impacts, population size and service burden, institutional capacity needs, and level of socio-economic development. The assessment aims to ensure that local recovery priorities are identified in a clear and evidence-based manner.
The needs assessment forms the analytical basis of the PACE technical support component. It identifies priority gaps in areas such as planning, data and information systems, governance mechanisms, and inclusive and green public service delivery. Based on these findings, PACE provides targeted technical assistance for local authorities, including strategic planning support, institutional capacity development, and enabling support for access to funding sources to implement more resilient and sustainable recovery actions.
